Bill Taylor, acting U.S. ambassador to Ukraine, testified Tuesday as part of the House impeachment inquiry. Taylor’s detailed explanation of how U.S. military aid and the White House meeting that Ukraine’s president desired were both contingent upon investigations of President Trump’s Democratic rivals drew surprised gasps from the room.
