Estonia’s victory over fentanyl unleashed a greater problem

Fentanyl appeared on the streets of the nation of Estonia about 20 years ago. By 2017, the country had the highest fentanyl death rate in Europe. After a crackdown by authorities, fentanyl users simply switched to other synthetic drugs, intensifying the problem further. RT America’s Alex Mihailovich has the story.
